Ok so what I see if you purchase the lite liscense. You cant do nothing with character creation (3.5 or 4.0)?Advertisement is somewhat misleading?

If you download the d20 ruleset from the downloads page (https://www.fantasygrounds.com/downloads/) you will be able to create 3.5e characters offline.

I expect the inability to create characters offline with the 3.5e extension will be solved soon. Note that it was a Wizards of the Coast announcement that the d20 marketing licence was to be withdrawn from the start of 2009 that forced SmiteWorks to alter Fantasy Grounds to work with a generic ruleset, and provide a 3.5e extension. There are still some wrinkles in the code to iron out to allow local character creation with extensions.

Note that the 4e ruleset is a community project and is not produced by the makers of Fantasy Grounds.

so there will be an option to create 3.5 offline?Nothing's certain in this old world, but one of the developers indicated that they are working to resolve this in this post (https://www.fantasygrounds.com/forums/showpost.php?p=68410&postcount=5), where he says that the d20 ruleset would be removed from the download section "when the local mode can utilize extensions" (which would allow offline character creation).
