Do I need to own both Fantasy Grounds lite and the Call of Cthulhu ruleset in order to be a player character for CoC?

Or can I join a game with just the FG client?

To GM CoC FG you need a full license and a copy of the CoC ruleset. To play (at a minimum) you need just the lite license, you'll download an encrypted version of the ruleset from the GM.
