The 4E ruleset is a community project, hosted at the Four Ugly Monsters site (www.fouruglymonsters.com). You need to join the forum over there, and subscribe to the 4E development group.

Actually, I've found joining is unneccessary. Just go to www.fouruglymonsters.com and then scroll to the bottom of the page. The 4e group is at the top of the Popular Groups section and I believe its open to the public. Once there, find the thread with the latest version of the ruleset. Enjoy!
