v3.5 and v4 ruleset updates

OK, I just released updates for both the d20_JPG ruleset and the 4E_JPG ruleset, and published them on the FUM web site.

If you are interested in updates to either ruleset, check out the development groups for each ruleset. The 4E ruleset group has been around for some time and there are lots of people. I just created the 3.5 ruleset group to give people a place to talk about the ruleset.
