When I open my phb module, what happens if I dont select "Block", "Allow" or "Force" for the module...does it default to block?

For a client module it defaults to a 4th state - Ask. It shows an open book in chat tells you a player wants to open the module. If you do nothing the player can't open the module.

For common modules, I don't believe the player will see the module at all in the selection list if you don't have something selected.

So the effect is the same as if you blocked though the players won't know whether you are allowing or disallowing the module.

Do I need to force load it the first time if the player doesnt have it and I want them to?

You will save yourself hassels if you always force load any common module you want the players to have. You have to force load to force a transfer and open the module on the client. You can just check them ok, but then the player has to know to go into his modules and open them.

As a general rule you don't want to transfer any more data than you have to so you need to weigh whether it is worth transfering the data and often the data that is actually worth it is pretty small.
