In order to keep a less cluttered game, I have learned how to export individual adventures as separate modules. I love this feature, and when I open that module in a New campaign, my players no longer have access to the characters they created on the "master" campaign.
I hope that makes sense.
Anyway, is there a way to allow for them to access their server based characters regardless of what campaign I open?
I currently use 4E_JPG.
Thanks.

You need to keep a "master" campaign that only has the players characters. Designate the campaign the player's characters is in as your master campaign is the way most people do it.
If you came to this realization late, and you have a cluttered campaign with the PCs in it you have two choices: 1) Make a new campaign and then cut and paste the charcters in the db.xml where they are now into a new campaign db you just made. 2) Make a copy of the entire campaign folder in data apps and call the new campaign something like Main. Open up main and it will have all the characters plus any other stuff. Delete everything but the characters. Go back over to the old campaign and make an adventure module of it so you have access to the non PC materials from the new "Main" campaign. If you have several adventures mixed in the old campaign then make copy of the campaign for each one and delete the parts not in that adventure and export each one.
Note: for safety make a copy of the original campaign before you start deleting stuff.

Also, when my wife connected to my campaign a second time (using the same name she had the first time), she couldn't see her character. I solved this by opening the character screen on the host and removing the owner for her character (for safety, I did the same for all other characters, so I don't know if the others had the same problem).

There might be two causes for this (that I can think of):
1. She might not have used the same upper/lower case? FG can be unexpectedly case sensitive; or
2. She may have logged off but the FG host thinks she is still logged on, in which case the character appears to be in use.
The second issue can crop up if the client session bombs out.

My question is this:
When I start a new campaign, I notice that the PC sheets aren't available. Do I need to copy/paste each time I create a new one? Is there a way for them to save the sheets on their end and bring them to each different campaign as we progress?

Seems like you aren'trunning the right module perhaps.
Your main module is what you run from. It will only contain characters and host tokens and shared tokens and public notes / images.
The adventure module you export and then you open your main module and enable the adventure module from.
Your players log into FG into the main campaign and afterwards their characters should be there for you.

I got it now.
One campaign ---> many modules
as opposed to
Many campaigns ---> many modules
