Have you tried adding a property to the action "REROLL: 1"

There isn't an effect to re-roll 1's in the kind of example you show. You can add a reroll x to a weapon property to reroll on a value of x or less, and there are some class traits such as halfling luck which automatically re-roll.

The Healer feat should automatically be taken into account if a PC has the "Healer" feat on their sheet when making a healing roll.

No, there is no general effect to reroll.

The only automated rerolls are via the weapon reroll property (damage), healer feat (heal), and lucky/luck trait (d20 rolls).

Do note the "(damage)" and not to confuse it with attack rolls like I do.

To test the heal reroll, just add the healer feat and keep rerolling heal spells with DISADVANTAGE and try to get a 1.

Healer's Feat is not an action, it is simple adding the correct feat onto the character sheet or NPC abilities block.
