At some point a while back @pindercarl said he was going to look into fixing problem where deletion of layers was wiping out button notifications in progress from things not in the layer being deleted.
I'm seeing some bizarre issues with tokens losing all notifications and think this is still out there. I can't remember exactly when I was told this but its been about 6 months I suspect.
