Right click to Unlock (or hover over a corner in the case of moving thing like the dice) and then drag a corner to resize.

You can not resize the combat carousel at the top, though you can increase the size from 6 to 8,10,12 characters.

I want to decrease the size of them. They are taking a lot of real estate. That, the Chat Window and Combat Tracker Window really get in my way

You could use Setting to change UI Scale or chat command (/scaleui [50-200]) to change the overall UI scale to adjust how much space everything takes in general.

There is no mechanism to "turn off" the chat window or player list / combat carousel; though you can resize the chat window and combat tracker to some degree as well.
Combat tracker could be closed if you're not the GM and already using the combat carousel mode at the top.
