Do I need to load All Rules Everytime I load my campaign?

No, you only need to load the books that you want for the campaign you are running. Typically I load the three core rulebooks, and the adventure I'm running. For my players I make sure they have access to the PHB and the players versions of any books they want for character creation (Tasha, Mordenkainen etc).

If you have the PHB then you don't need to have the SRD, Basic Rules or any other other such book open or shared.

I'm not a DM and not running a Campaign. I mostly create character and tweak them a bit. So I should Unload all of them except the Core Rules Correct? 67316

Yes, if you own the Player's Handbook you don't need the SRD or Basic rules.
