Yes, assuming the parry bonus is +3 (I thought it was 2 normally in 5E). The trick with all of these type of reactions is applying it in a useful and easy way. For PCs its easy, since they can do it. For monsters, its just one more thing the GM has to remember. Honestly, for monsters with parry I usually just increase the base AC by 1 and ignore the reaction because I don't think it's worth the interaction time except for with a boss in a boss encounter.

so does the $ Parry; part of the effect mean it will say the word Parry in the Chat Window?

The '$' bit and the (RCT) bit aren't built into the ruleset so I assume you are using extensions? If not then the effect is simply Parry; AC: 3 and set the expend to on next action.

The Parry part of the effect is just a description; it does nothing mechanically. The bit that does the work is AC: 3. So Parry; AC:3 and AC:3 do exactly the same thing.
