There's no effect that will simply roll a dice without any context. Dice rolls need to be attacks, damage, skill checks, ability checks, or saving throws. Since this dice roll and things like Bardic Inspiration aren't tied to any of these you need to do that manually. Additionally these dice rolls are optional and FGVTT can't know when you want to make the roll. So anything like that would be done manually.

There may be an extension that you could use, maybe requested rolls https://forge.fantasygrounds.com/shop/items/273/view but this might slow your game down to unacceptable levels.

No, but it will continually ask for rolls on every roll if someone has bardic inspiration or any of the other options set. I've never used it so I don't have a lot of insight but reading the description it seems that it would slow things down if it made such requests every time a dice was rolled.
