What are the legal issues around FG users publishing 3.0 and 3.5 content as extensions and/or modules on FG's forums and/or forge?
For example: If I made a module that had all of the monsters from MMII in it:
Would I be able to list that on the Forums?
Would I be able to List it for free on the Forge?
Would I be able to place it on the Forums/Forge and have a link for donations?

You'd be limited by copyright, OGL (Open Gaming License) and what is/isn't in the D&D 3.x SRD.
OGL 1.0a example (this includes additional OGL sources at the bottom): https://www.dandwiki.com/wiki/Open_Game_License_v1.0a Make sure you include the full text of this in any OGL based product you create, with the final section adjust for which OGL content you used.
D&D 3.5e SRD: https://www.dandwiki.com/wiki/SRD:System_Reference_Document
You just can't recreate the D&D 3.x MMII - you could only recreate the monsters that are in the SRD (using the data in the SRD only), you couldn't include any images/graphics.
If you follow these details carefully, you can post on the forums or on FG Forge (for free, paid or donations).
