They added a web view carousel to the launcher in a recent update to show some new or interesting items from the shop... but it was never intended to open an actual browser window. See here for some of the reports:
https://www.fantasygrounds.com/forums/showthread.php?87016-Browser-window-on-return-to-launcher
If I remember right someone mentioned they will try to patch this unwanted behavior out, but in the meantime you could try to disable the entire carousel thing with the -nocef command line parameter:
https://www.fantasygrounds.com/forums/showthread.php?86949-Fantasy-Grounds-v5-1-6&p=760131&viewfull=1#post760131
Also mentioned here in the patch notes:

It's not supposed to launch a separate window, it should be embedded inside the FG launcher. If you reply with your o/s and default browser SmiteWorks might be able to resolve.
You can turn it off by adding -nocef to your FG launch command.

i'm in native win 11 environment, but using multiboot on macbook pro.
odd thing is, i have firefox as default, but fgu launched chrome.
i can wait for an update fix, np.

Right click > Properties
Then edit the target field and add a space and then -nocef

The browsers only appear when launching a second instance of FG, or returning to the launcher with 2 instances open. Basically, running two instances of FG on the same computer causes this issue.

interesting! because this is exactly what i had been doing, now that you mentioned it -- it would only happen when i booted up a 2nd instance of fgu.
