It appears that you can't pick your Otherworldy Patron at level 1 when you multiclass into Warlock using the Character Wizard. It is available at level 3. Is this how it should be?

In original 5E D&D (Legacy - 2014), warlocks choose their patron at L1.
In newer 5.5E D&D (2024), warlocks choose their patron at L3.

Has the DM selected the option for the 2014 rules in the campaign options or did they leave it at the default of 2024?

Make sure that you select the correct book in the class selection screen before choosing the class you want.
