Problem during combat DND 5E

Good day.
I cant understand should battle system work so or not. Take a look on screenshot please.
The bear could roll damage even without hit to target character. And damage is registrating and taking.
And moreover - players can make attack (or damage) roll not in their turn. Damage and attack rolls with melee weapon may be on long distance etc.
May it be because im in DM mode or smth? Or ive made a mistake in some options?

Welcome to the FG forums.

FG doesn't restrict when/where actions can be used - primarily to accommodate all of the various edge cases and home rules that could be in play, plus to try and code restrictions into the RPG VTT to make it like a computer game would take thousands of hours of development time for each RPG ruleset.

Just like any tabletop RPG (be it virtual or face-to-face), playing is a collaboration between the GM and the players - players shouldn't trigger actions that aren't valid, etc..
