Copied map image has only one layer per folder

Here are the details:
Empty campaign with only Core and 5e loaded
Original map image has multiple folders, and multiple layers in each folder.
Made a copy of the map image via drag-and-drop.
New map image is only copied with one layer in each folder. Additional layers were not copied over.
Verified this behaviour in multiple campaigns, and with multiple images.
