Adding property to my character's weapon - What am I doing wrong?

Hi Everyone,

My character recently got a rapier with the 'Wounding' property. I' trying to figure out how to code the Persistent Bleed damage ability.
From what I've read, It should look like this screenshot, but I can't get it to actually work. What am I doing wrong?

Only weapon effects that directly apply to an attack or damage action, not add new damage actions (which is what PERS is) are valid.
