Kingmaker second edition - settlement structure tokens

Were the structure tokens ever included? or are they an optional purchase??

Can we use the tokens in the KM 2022 players guide for our settlements?

Or is there some other reason the tokens were not included?

They're included as image assets, under Pathfinder Kingmaker Adventure Path 2E -> Buildings. The GM has more control over an image asset (as a layer) than you do over tokens when those tokens aren't representing creatures in a combat situation.
