Looking for advice, what is the best way to provide players with secret notes?
In my campaign each PC is on a quests but with different hidden agendas and I don't want to stick it in their background because sometimes other players have to control someone else PC if they are missing the session.
Thanks for any suggestions.

Create a story entry for each player and then drag the link icon for that story and drop it on the character portrait top left of the screen. This will share the story with only the player controlling that character. You can share anything using the same method (images, items, treasure parcels etc).

Won't this allow other Players who pick that character to play (the OP mentions other players controlling the PC) have access to all the shared files?
OR does the Character Selector know that it is a different login that is controlling the PC?

You could have each User/player make a player note in the players section(not on the character sheet, the one over to the right side) Labeled (DM/"Player name") I did that when I needed to leave notes for players that only the user could open. I've been doing that since FG Classic. Just don't set them to public and great.

Sharing something only shares it with a player; FGVTT doesn't know that it's related to a character.
If someone else is playing the character then the note would presumably also need to be shared with that player as well otherwise they'll not be able to effectively play the character if they have a specific quest and don't know about it.
