So I noticed this as a plyer in a game last night and reproduced it in a new CPR campaign with no extensions. I'm guessing this only shows when the Option Party Vision and Movement is set to On, but I haven't test this.
Players can open the GM combat tracker.
To replicate;
Load attached campaign.
Join as player
Take possession of character Edgerunner Exec
Open NPC Bruno Jr. from combat tracker. Note this is the character's executive Team Member
Open the map the characters are on (ContinentalBrands image)
Open Bruno Jr.
Drag Bruno's portrait from the NPC sheet to the map
Notice how the GM Combat Tracker pops open?
Players can drag untargeted die results from chat to the Combat Tracker. I haven't detailed steps for this, but can work them out if needed. I suspect there may be other capabilities that I have not discovered.

Interesting. I'll take a look when I get a chance. Out of curiosity, are you able to reproduce this in any other rulesets? Or core if you don't have any other (everyone has core)

I produced something a little similar in Core (report linked above), but its not quite the same so I did a different thread. In Core when dragging the image/portrait/token it places a copy of the token on the map, it doesn't open the CT.
I suspect it's something in Core not behaving as intended, and then having more impact to CPR. But I don't know what your code does that may be different.

I did a little digging, but I'm not quite sure I'm following your steps correctly. Here's how I interpret them:
GM - Load attached campaign.
Player - Join as player
Player - Take possession of character Edgerunner Exec
GM - (can't find how to do this as a player) Open NPC Bruno Jr. from combat tracker. Note this is the character's executive Team Member
Player - Open the map the characters are on (ContinentalBrands image)
Player (done by double clicking portrait) - Open Bruno Jr.
Player - Drag Bruno's portrait from the NPC sheet to the map
The combat tracker was already open from the GM step, but It also didn't open when I closed the tracker and dragged the portrait as a player either. Rather it threw a core error and added a token I needed to delete twice.
As for the drag and drop application of things like damage, I honestly don't know if that was a feature before, or something new with FG. I know we did work to figure out how to get drag and drop working, but I can't remember if there were conversations around making it GM only. I assume we just followed the core practice, which if they recently changed that, would in theory affect things here.

As a player, double click on Bruno's token on the map to open the sheet.
Is that what you were missing? I can get on Discord in about an hour. If somehow that works for you. I'll be hanging out in the FG Discord for abit.

That's what I ended up doing, double clicking the map token as a player.
