Is there anything explaining the new Dual option for the number of uses mechanic? Daily, Rest and Once are all given, I'm just curious what is the purpose of Dual in this instance.

Dual (as far as I know) only refers to the 2024 version of 5e. It allows for one use to come back on a short rest and all of them on a long rest.
