If I made up a flavor supplement for local history and whatnot, how would I make it for pathfinder and then also a copy I could open in D&D? Like by changing the ruleset it opens in FG when it loads up. So I dont have to make 2 modules of the same info in 2 rulesets.

Click the "Any Ruleset?" option when exporting the module.
Make sure the content you're exporting is generic and not ruleset specific - i.e. story, books, images, etc..

Elaborating more on Trenloe's advice, for that type of module you might want to make it a CoreRPG module and export it for all modules. Doing it this way will tell you if you are putting in something that *is* ruleset specific for Pathfinder or 5E in the module.
