I don't want my players to have to purchase dice that I would like to see in my games. Is there a way for me to buy dice that would make them available to players in my campaigns?

You would need to buy the dice and gift them to your players. This means if you had 4 players you would need to buy 4 copies..

Once you buy a set, you can then gift it to their username. I think you will need to buy them one at a time, because I think you have to gift the entire order at a time.

The answer to your question really is no you can't buy dice and share them within FGVTT like you can with, say, modules. Dice are purchased on a per user basis so the only way of not having your players buy dice is, as noted in the above two posts, to buy them yourself and then gift them to your players.

This brings up the question of custom dice skins.

For example, the GM sets fire attacks to use a fiery dice from a set he owns. When he rolls damage for fire attacks, it rolls his cool dice set.
A player doesn't own that set. When that player rolls damage for a fire attack, it doesn't roll the cool dice the GM set up.
The same if an NPC has a custom dice that the GM assigned and the player doesn't own. When the player controls the NPC and rolls for it, it won't roll the dice skin the GM wants.
That somewhat detracts from using custom dice, and means all fiery attacks won't roll the same dice skin for everyone.

I think a desktop license would be nice to have in this scenario. I can set up syrinscape sounds that everyone hears the same. I'd like my custom dice to do the same.

While I understand the concept - it's a business that needs income. No one would buy individual sets of dice (income) if the DM buying it one-time was able to grant it to everyone else for free (free -1 incomes). The DM could run countless games, each with new players, and zero new income for SW. So, again, while I understand the concept, it's just a practical reality that SW being a going-concern really helps, y'know, the system keep existing.

In-person, not everyone appreciates someone else using their dice. I often supplied dice of my own if a new player (maybe first time player) didn't have a set. But those dice were still acquired at my LGS and helped them keep their doors open.

If "free" doesn't work for someone they can easily acquire their own custom set - but as it's no deterrent to playing the game, it's wholly optional (as it should be).

For custom dice, the packs owned by the GM would only roll for set damage and NPC types. The players couldn't otherwise use the dice packs they don't own.
Part of the reason to set up custom dice skins is so that when a certain dice rolls, everyone knows it's fire damage, or healing. It adds a little bit of visual immersion.
If the dice looks different for everyone, you lose that visual effect / mood.
I certainly don't want to cut into Smite Works profits. I really want them to keep going. Which is why I'd pay extra to make the dice skins match for everyone who rolls fire damage, etc.
But I do encourage my friends to buy dice sets.

Yes, but if the DMs dice override the players choices, what about the player that wants a certain die for fire and not the one the GM has selected? Or if the player has more dice than the GM then they wouldn't be able to use the ones they purchased. I get the thought of sharing from the GM side, but there are pros and cons to each solution.

I think the current solution is a good one. It lets each person control their own experience, and keeps the dice pack prices reasonable. I would have to imagine a die pack site or GM license would need to be 10-20 times what the price of a current die pack is. If a GM is willing to pay that much, they can just buy the die packs and gift them individually to their players with the current setup.
