Hi, I create my campaigns on my desktop computer, but run them face to face using my laptop.

I've been using FGU forever, but only now noticed that there is a cloud server when loading the campaign. If I load the campaign on the cloud server, will I be able to then have access to all that campaign on the laptop like I can with my Steam apps? For the longest time I have been just copying the campaign folder to a usb stick and then uploading that to the laptop, which is a bit painstaking.

No, the cloud server is a way to bypass the firewall issues and having to manually give out your IP and change firewall settings.

You can store your campaign in your own cloud. You just need to copy the campaign to a cloud server, and when you want to launch it off site, you download it from your cloud storage location to the local computer.

You should save your campaign anyways as a backup because of crashed to harddrives and what not, too.

Also note, do not, I repeast DO NOT, point your live campaign data at a automatically backed up cloud location. There is a good chance of it getting corrupted at some point in the future and losing everything. Using it as a backup is a good plan though.
