In Image Panel, the mousewheel scrolls the Layers section regardless of what the cursor is hovering over...
...including when it is hovering over a drop down of FX Types. In this case, it scrolls both the FX Type list and the Layers section.
Ideally, the mousewheel would scroll only what the cursor is hovering over: Layer section, FX Type dropdown, slider bars... furthermore, it'd be fantastic for the mousewheel over slider bars to move in a large increment (perhaps 5 or 10) but CTRL-Mousewheel for fine adjustments of incremements of 1.
