Adding mods to weapons and equipment?

I just added the Winter of Atom and Wanderer's Guidebook expansions and I'm trying to add mods to my player's gear the "Mods" section for items is just....gone? Was this changed in an update? Can't figure it out. Same with the Legendary weapon and item qualities. Help!

I thought the mods section was gone too, but it was just hidden. Unlock the item window and scroll way down and voila. Not user-friendly.

Just gave this a try and no luck, the item window ends with the item description on every item I try. Same with items in the player's inventory and the general items list.

That did it, mods options are back! Many thanks!

But I think I noticed another issue - power armor frames aren't showing slots for armor pieces. Unless there's been a change to how that works I'm also not aware of.
