It's a good move on WotC's part. They get to claim that they give it out free, but it's not free since you can only use it to run content you have already paid for. So, it's more like bonus/additional features if you buy the adventure on DDB.

As for the advisory panel, interesting, but that's going to be really hard to pull off in a productive way. I hope they manage it, but it's going to be a challenge.
