4e ruleset, unable to edit skills after locking/unlocked sheet

new campaign, no mods/extensions
Expected, new character, unlock sheet, delete unwanted skills, add wanted skills.

If sheet gets locked. "original skills" are un deleteable" after the sheet is unlocked again

Step, create new character
sheet is already unlocked, skills are "editable" (can delete)
Lock sheet
unlock sheet again, original skills are NOLONGER editable. (can't delete)
any new skills created, can be deleted, after unlock.

Built-in skills are not supposed to be delete-able by design. Any custom skills added on top of the built-in skills should be able to be deleted. There is a bug that allows all skills to be deleted on initial PC creation that is fixed in the beta Test channel.
