It has always seemed odd to me that the desktop portrait of a PC which is in the party sheet does not "activate" when the GM claims ownership of it.

Is this by design? Is it a technical limitation? Can this behavior be achieved with a simple extension?

I do a bit of solo play (as well as sometimes GM-controlling PCs who's players are absent) and having the portraits of characters I control not be greyed out would be nice.

The GM does not have the concept of PC ownership in the application; so it would have to be designed and coded in a way that does not break anything for standard play with GM and players. You can add to the wish list as something to look at long term; but sort of high risk, low reward with the current code base.

So, if I understand correctly, the "Take ownership (as GM)" function in the character selection window does nothing other than make that character unavailable for selection by a player?
