There's an issue with many of the random encounter tables with this module.
This is best described by working through an example. So let's take the Random Encounter - Outer City table. If we roll a 28-31 on this table then, I believe, the intention is that we are supposed to get 1-4 Wall Gargoyles as an encounter. However what we get is a link in chat to one Wall Gargoyle. This is because the main table is set to output to chat and so ignores that the output on the sub table is set to encounter.
In order to correct this, normally the output of the main table (Random Encounters - Outer City) should be set to encounter. However not every roll on this table results in an encounter so that solution wouldn't work terribly well. In such a case what needs to happen is that there should be an actual random encounter created and linked to the table instead of creating the encounter via a table. Thus a random encounter with one to four Wall Gargoyles is needed and linked to the correct row on the main table. On a roll of 28-31 this encounter will be linked in chat and the DM can then create the encounter from the linked random encounter.
Note that this issue also exists for several of the encounters which have more than one column of outputs. For example in the Random Encounters - Sewers (Inner City) table a roll of 6 should give both an encounter and a treasure parcel. Neither the encounter nor the parcel is produced since the output of the main table is set to chat. It isn't possible to automate two different outputs from a table into two different things; thus what is needed is an actual encounter linked to the first column and an actual parcel linked to the second column. For this particular result I'd actually suggest that you link to a story entry since not only do you get one or three trolls (which requires two different encounters) you also need two different treasure parcels. So it would be easiest to link both encounters and both treasure parcels to a story so that the DM can easily pick which one they need.
This issue also exists with the Lucky Finds random table and probably also with any other similar tables throughout the module (I haven't gone through it much beyond the opening chapters).
Personally I'd create story entries for each individual encounter with the description and linked tables and link those story entries to the random encounter tables.
I'm also confused by the section on Searching the Ruins (in the Navigating the Ruins page). It says that the DC for the Inner City is 10 and the outer city is 15. Later under finding Delirium we are told the DC is 18 and then in the sections below that we have DC15 for the Outer Ruins and DC20 for the Inner Ruins. So which of these many DCs should we be using?
