I picked up the NPC Core rules set, and I've noticed I can't seem to use spells with those NPC's with spells have them. They are listed under the Spells tab, and I can check off usages, but I can't seem to have the automated features work in the chat window, nor can I use them on any other character or creature.
So I made a copy of an NPC, in this case the Acolyte of Iomedae, unlocked it, and added the relevant spells from the spell listings in the character spells lists. Now I can use the spells, but only when the NPC record is unlocked. Is this the way it's supposed to work? When I bought the rule set, I was hoping that all of the spells would be coded.

Concur.
Right now, you have to unlock the Spells tab and then right-click -> reparse spell actions, for each spell that they use.

This appears to be an issue with the conversion not importing the spell actions. I've reached out to the product dev to get this fixed.
Thanks for making us aware of the issue.

I wouldn't recommend using reparse spell actions. This is old code from 6+ years ago and is unreliable - hence why we moved to manually coding actions within spells. Until the NPC Core issue is fixed, I'd recommend doing what @krking has done, re-added the base spells with the actions embedded. If you don't have some of the spells available you could use reparse as a first step, but you'll more than likely have to add to, or change, what is created.

I'll check into that right away. We ran into an issue with the conversion process pulling in the most recent spells (as in, it wasn't). I can update them and put it out in fairly short order.
[EDIT] Fixed and queued for update. You should see the changes soon.
