Not able to draw shapes for AOE effects

Not sure why, but I can't get the drawing mode to work for AOE spell effects. Can't draw cones, squares or circles.

Drawing mode isn't what you would use for cones, squares or circles; that would be the pointer tool. Either select pointer from the right click menu and select which one you want to draw or hold down both mouse buttons and drag whilst holding either CTRL, SHIFT, or ALT. Drawing mode allows you to draw lines freehand on an image; but other than that it has no method of drawing circles, cones, or squares.
