When you open up an NPC's sheet directly from the combat tracker, it brings you to that NPC's individual version of that sheet (doesn't affect the original copy). When I add actions or spells here via drag and drop or manual entry, it adds a new line as shown in the image, but it does not actually add the interactable elements of the action or spell. For example, if I were to make a copy of the Acolyte's melee attack "Club" and rename it to "Bash", it would add a new blank line, with a tab element I can even click to see the new action, but there is no way to actually use it because the line is blank. The same is true if I drag in a spell; In the image attached I actually added "Acid Arrow". That little tab on the blank line brings you to the spell's description, but it is functionally useless.

I really feel like this is unintentional and thus would be considered a bug. If this functionality is somehow impossible to implement, I don't see why it creates a new, blank line with nothing to interact with.

When you add an NPC to the combat tracker it creates a copy of the creature and only when you add it to the CT does FGVTT parse out things like attacks, abilities, and spells. Adding a new attack or spell to the NPC sheet won't update the CT. So if you want to add such things you can either add them directly to the CT (position your cursor at the end of an attack string for example and press return to get a new line and then add in the attack using the same format as an existing one), or create a copy of the NPC in the NPC list; make any additions or edits to that copy and then add the copy to the CT.

What you are seeing is the way it is expected to work; and isn't a bug.
