Can't create filed shapes in mapping tool

Call me a newb, but...I have been trying for more than a year to create filled in circular or rectangular areas on a map using the paint feature. I can't figure out how to do it and I can't figure out where the process is described. I can make the ovals and rectangles, but they are just outlines. How do I fill them in?

You have to set the "Fill" to have a color etc.
Use the "Switch Swatches" to toggle from Stroke to Fill, then set a color.
