Not as yet. Last I heard Smiteworks was waiting for the material from WotC; but that was a couple of weeks ago.

With this update, can we use the new weapon masteries in 2014 rules by any chance?
Or PHB 2024 required for that?

Weapon Masteries aren't coded into the ruleset so you can use them however you want.
