New 5e campaign, no extensions, only LMOP and legacy PHB and MM loaded.

Steps to reproduce:

1. Add an FX Layer with a non-blank name.
2. Select that layer.
3. Click "Duplicate selected layers"

New layer is created at the top of the layer stack and called (Copy) instead of 'old_name (Copy)
Old layer's name is cleared and the layer is moved right below the new copy.
Undo does not undo this.

I think how it used to work (and the desired behavior) is:

Old layer stays where it is and keeps its name.
New layer gets created immediately above old layer with name 'old_name (Copy)'

Tangentially "undo" behavior in general (but especially with manipulating FX layers) seems strange. Sometimes actions seem to be excluded from the undo stack.

CTRL+Z to undo is working for me but I can reproduce the issue with using duplicate layer on an Fx layer (Not sure that it's intended that you should be able to duplicate an Fx layer - so that actually might be the issue)

I've certainly been duplicating FX layers for years, and I'm quite sure the names did not use to get deleted:

Map from April 2022: 63748 ...back in the days when Rain FX even came with lightning at high intensity! ...but I digress... =/

It's really helpful for having different levels of intensity for the same type of effect but in different areas of a map (e.g. a cloud that gets more opaque near the center, or a water that is rougher in a certain section).

I can't give a perfect description of the UNDO issues... it just seems erratic in general. Sometimes CTRL-Z/Y just work perfectly... sometimes they take an extra press (as if there was some invisible thing to undo).. sometimes they skip certain things that should be in the undo stack (like duplicating a layer).
