As the title suggests: In the 5e ruleset, both COVER and SCOVER apply a +2 and +5 respectively to the effect holder's AC, however they do not affect your Dexterity saving throws. Rules as written, half cover and two-thirds cover provide a flat numerical increase to Dexterity saving throws equivalent to the AC increase.
There is no real purpose for COVER and SCOVER unless they also increase your Dexterity saving throws because they are functionally the same as "AC: 2" and "AC: 5". As it stands, cover is rather clunky in the 5e ruleset because it requires the DM has a specific effect coded on their hot bar at all times that also adds the save bonus, as COVER and SCOVER need an additional effect to do the job they should just already be doing.
I would like to request that COVER and SCOVER are changed to more accurately reflect how they function in the 5e rules.
