If you don't find someone who has already setup a ruleset or extension for it, then:
I suggest you consider using CoreRPG and just making character sheets and not worrying about automation (I played a game of Star Frontiers that way for years) https://www.fantasygrounds.com/forums/showthread.php?23138-Share-Game-System-Character-Sheets

A dedicated ruleset is hundreds of hours of developer time if the system is unique and not like something already done. You talking in the hundred or more dollars range to do something fully custom like that.

I used to play Aftermath a lot in the 80s when it first came out...still got my boxset...one of the most complex rpgs i have attempted to play I like my games a lot simpler nowadays. Xcore is the way to especially using the hit location extension I seem to remember Aftermath had 30 individual locations for human
