I've run several Cthulhu based campaigns in SWADE. I tell the players to create a profession as part of their background. I'll then give them bonuses to rolls whenever they can role play the profession relating to their use of a skill. I also use "Interests," where a player can add +2 to half their Smarts die in skills where they specialize in it some way. For instance, a scientist may have Science: Physics at D8+2. I also start them with 15 skill points and advance them to Novice 2 so they have a bit more depth but still get to grow through all the ranks.

Don't forget that a character's background is also a major part of what you use Common Knowledge for as well. My players used to completely ignore that skill until I very actively kept saying things like "Hmm... I can definitely see that as part of your character's background. Make a Common Knowledge roll!"

My suggestion would be to look at the archetype cards for Deadlands: Weird West. These do a great job of making "Normal" people and jobs in a horror setting.

It doesn’t exist for Fantasy Grounds, but you can get a PDF of Realms of Cthulhu on Drivethru RPG. It is for the previous version of Savage Worlds, but it is literally Savage Worlds Cthulhu.

I'm going to ditto this. Although I'm a big fan of CoC and aren't 100% sold on using SWADE for Cthulhu/Cosmic/Lovecraft horror, I've heard good things about Realms of Cthulhu. One of the players in my cyberpunk campaign had even played in a RoC campaign hosted by Fantasy Grounds for which the GM had adapted much of the PDF. That player also had some play experience with CoC, but said that FG RoC campaign was a terrific and horrific experience. i bought the RoC PDF years ago and my biggest criticism of it is the bestiary/threat section, which didn't seem to create threats that would be a good challenge for PCs at certain ranks. I think if you were to use it with the Horror Companion, with a bit of tweaking you could come up with a greater variety of threats.

SWADE Horror companion has SWADE version of Cthulhu monsters. Plus expanded fear effects.
As far as PC characters go just about any Novice build will work. Mundane characters is what you aiming for.
