If I bought Unity through Steam, can I buy the bundle here and apply it?

Yes. Steam is just a store/front end. The program is the same.

Note that once you start buying content, the suggestion is to stick with one store, FG or Steam, because products bought in the other store do not get counted toward bundles. License doesn't matter, but content does.

Those of us who are fans of FG, suggest you buy through the FG store unless you get beneficial regional pricing from Steam since more money goes to the developers when you do not buy from Steam.
