Combat Tracker questions

We are currently trying to learn COC in FG. We have done some Pathfinder and DnD in the past. Is the keeper the only one who can do the SPD checks or move people on the chase track? We as players can't really seem to do anything on the combat tracker.

Hi Jankomatic,
The players can roll their SPD checks on their character sheets and the CT should reflect the changes. The keeper controls the chase on the tracker and moves people based on their actions and rolls.
