If you wear armor that you lack proficiency with, you have disadvantage on any ability check, saving throw, or attack roll that involves Strength or Dexterity, and you can't cast spells. When combat starts, every participant makes a Dexterity check to determine their place in the initiative order. In other words, if a character is not proficient in their armor, they should have disadvantage on initiative rolls.

It looks like this is not working.
