FX Layer Help

I used to know how to add FX to my map, though it's been a while since I've done such, but I am totally stumped when trying to do it today. I tried, rain, snow, blizzard, water, etc., and nothing. Can anyone share the steps? Thanks!

Click on the fx icon at thr bottom of the panel to add an fx layer and then select the fx you want from the dropdown. Make sure the fx layer is selected.

Thanks so much! I followed your steps, and it worked this time. I swear that I was doing just that before. I added the mask and revealed portions and all is good now. I guess that the FX Layer was not selected once added; otherwise, I have no clue what I was doing incorrectly. Have a wonderful day!
