I don't see other reports of this in the CoC7E forum 7th Edition (fantasygrounds.com) (https://www.fantasygrounds.com/forums/forumdisplay.php?121-7th-Edition) so I'm assuming something is wrong with your installation.
First, check that this happens in a new campaign with no extensions.
Then check your FG Data/ruleset folder. Make sure you do not have any subfolders. If so, remove them to another location as these will override the installed ones.
Next, check your vault folder and delete the file called CHAFGCOCCOC7ERS.dat and then re-run an update.
If that doesn't work, please Compile Logs and post the whole file here.

From these notes in your logs, it looks like you have an old ruleset file in the FG data folder under the rulesets subfolder. You can see where it says it prioritized file over vault.
