Players and Modules

I downloaded the complete SRD Ruleset for FGII and placed it in my module directory. I had a player connect to my server today to create a character but I was unable to share the ruleset with him. Does he have to purchase that himself or is he able to receive it from the server?

The complete SRD is meant to be bought by each individual - i.e. it is made from client and GM modules. The default d20 library books are the same way.
