There should be an Export button in the Modules window with Activation and Store.
You can also type

/export
into chat to open the Module Export window.

Yes i can get to the export window, but there is no button to export the reference manual.

Moon's reply from another thread:

The Export button is in the under the Modules window located in the Sidebar. It has been there for quite a while.

If you're looking for the previous Builder button, then look under the Books section and click Campaign.

RefMan doesn't exist as it's own thing anymore. It has been combined with Stories. (Or really, Ref Man are now advanced stories and stories are basic stories.)

Yes, just choose "Story" as an export record type; and any Story Book (aka Reference Manual) will automatically be exported.
