If you launch a campaign with a map open and expanded, any tokens on it will be transparent until you click on them.

What ruleset is that?

That doesn't seem to happen in 5E, at least after the "Desktop: Restore windows on start" has been cycled. It might be a problem with an extension involving the combat tracker.

Edit: is that the only thing on the combat tracker?

It's 5E, and I don't have any extensions for the combat tracker. Yes, that token is the only one in the combat tracker, but I tried it with two tokens and it did the same thing for both of them. It seems to only happen with maps created with the map maker because I tried it with a map from Lost Mine of Phandelver and it didn't happen.

I think this is correct. When you start a campaign there are no players joined and so no-one owns any tokens. Once a player who owns one of the tokens joined then the tokens cease to be greyed out and light up for both the player and the GM. At least that's how it's looking in my testing.

I set the token to "Owned by: GM", so I'm not sure that's why it's happening. Also, like I said earlier, it doesn't happen at all when I use an official map from a module.

It almost seems like a memory issue or related to some video card settings maybe.

I did some more experimenting and discovered it only happens when the map I'm using is medium sized. When it's at its smallest or largest sizes, it doesn't happen. I attached some images to show you what I mean.

Yes, I only tested in the medium setting; I didn't test with anything else. And the map I used was one of the generic battlemaps from Smiteworks. It didn't matter if the token was set to GM or not; tokens only lit up once a player connected. So I can replicate what you are seeing.
