Ruleset Ownership.

I'm new to this so bear with me. I'm setting up a Fallout RPG server on discord and was thinking of using Fantasy Grounds as our virtual tabletop. However as I've never used it before, I don't know if everyone also needs to own the Fallout 2d20 ruleset to be able to play with me. Any help understanding this would be appreciated.

Only the GM needs the ruleset or any of the other books. As the GM, you can share parts, such as character creation, with the players. Usually there is a Players Reference Guide that can be shared that covers all the rules the player needs.
