Character sidebar section missing for Numenera campaigns

When opening a campaign created with the Numenera ruleset, the sidebar does not contain the "Character" section, so there is no access to things like Foci, Descriptors, etc. Note that a campaign using "Cypher System" (which the Numenera ruleset is apparently dependent on) does show that sidebar section.
